IESE South East and London Construction Framework
Following the issue of a PIN on 7th May and subsequent Supplier day held on 2nd June 2010 Hampshire County Council on behalf of Improvement and Efficiency South East (IESE) have published an OJEU Notice for:
IESE South East and London Construction Framework for Major Projects.
Details:
The existing IESE Major Projects Construction Framework will remain operational until July 2011.
At this time the new IESE Construction Framework for Major Projects will become live.
The Objectives of the new Framework will build on the good practice developed by its predecessor, and include:
• Entering a complementary partnering framework arrangement with proven contractors and with existing consultant frameworks who collectively have the skills and experience to meet any of the challenges faced across a wide range of projects
• Refining a flexible model permitting a range of collaborative two stage project management arrangements
• Maintaining a highly efficient procurement vehicle, capable of delivering a wide range of building projects, streamlining processes and avoiding duplication and waste
• Driving a transparent continuous improvement culture throughout the framework
• Increased supply chain efficiencies and leverage
• To identify and manage risk effectively, and provide wider value for money (VfM) benefits in terms of developing opportunities for apprentices, SMEs and greening the public sector estate
• Exploring opportunities and creating cashable efficiencies, innovation and quality through common building component design standards
• Standardise processes and collaboratively manage risk
• Developing programme supply chain methodologies to deliver efficiency savings
The new framework will also include :
• Self funding mechanisms being a balance of contractor membership fee and project levy
• Greater emphasis on demonstrate wider value for money benefits around economic development and social inclusion and cost benchmarking.
• Adoption of OGC Fair Payment Initiative
• Aligning with the Construction Commitments (Strategic Forum for Construction)
• The new framework benefits will be based upon a series of targets that Contracting Authorities, consultants and framework contractors will collectively work to achieve and will be detailed in future documentation (ITT).
The new framework will continue to offer opportunities of ‘bundling’ similar projects in the region into a programme of works applying similar methodology and supply chains. This will maximise efficiencies and ensure the best resources are aligned.
The value of individual commissions will vary but are likely to involve individual major projects or programmes of work with upward values from £1 million. There is no upper ceiling limit.
The sub-regional frameworks have been established to deliver projects within notional financial bands and are intended to complement each other and the Construction Framework for Major Projects.
The main areas of activity will comprise individual projects or programmes for new build work and/or extensions and/or improvements and/or renovations and/or major reinstatement, maintenance and repairs and/or building site infrastructure works including to a range of buildings across local and central government and other Public Bodies.
The new framework will continue to offer opportunities of ‘bundling’ similar projects in the region into a programme of works applying similar methodology and supply chains. This will maximise efficiencies and ensure the best resources are aligned.
