
IESE’s Supporting Adult Care Transformation programme enables south east authorities to accelerate their transformation programmes, bringing forward the benefits of improved service delivery in line with the policy of Putting People First and generating efficiency savings through new, innovative service models.
The programme is divided into three workstreams:
The expected benefits are:
• £400k cashable savings from reduced spend on consultants
• Summary reports and other key documents compiled and shared saving 400 days of staff time amongst transformation teams
• 500 additional service users benefitting from personal budgets
• 10 peer reviews have taken place between SE authorities to share learnings, identify good practice and speed up delivery
•Research and guidance projects have been completed to identify and share good practice in the fields of brokerage & advocacy, reablement and market shaping.
o efficient self directed support for service users with mental health needs (led by East Sussex)
o use of online technology to enable choice and control through efficient processes (led by Isle of Wight and West Berkshire)
o use of market intelligence to deliver choice for service users and create savings through competition (led by East Sussex)
•Innovation pilots have also been launched on:
o increasing efficiency and social capital through integration with local volunteer timebanking service (led by Bracknell Forest);
o rollout of self directed support for service users with mental health needs (led by a partnership between Oxfordshire and Buckinghamshire);
o cost savings and better outcomes through enhanced support for carers (led by Brighton & Hove);
o choice and control for service users with physical difficulties in Extra Care Housing (led by Brighton & Hove)
The programme forms part of a larger programme being delivered by the south east Joint Improvement Partnership (JIP), a partnership between IESE, Department of Health South East and the Association of Directors of Adult Services (ADASS). Learning and outputs from the programme are disseminated via the ADASS transforming social care subgroup, on which all 19 south east social care authorities are represented, as well as this via website, the PPF website and other ADASS subgroups.
Outputs from innovation pilots (derived through rigorous project management and evaluation), along with learnings from research and peer review, will provide an evidence base for prioritisation of available IESE funding in 2010/11 to fund a limited number of major regional projects in adult services, focussed on areas with greatest potential for efficiency savings and enabling authorities to take a major step towards implementing Putting People First and meeting the financial and demographic challenges of the next few years.
